In Kodiak. Runs from the Y with Rezanof downtown to reconnect with it near the actual Mill Bay. The portion that runs from the Y to the flashing stop light at Birch Avenue is technically Lower Mill Bay, but nobody calls it that. The portion that breaks off near Birch and goes up Signal Hill past the borough building is technically still Mill Bay Road, but everyone refers to it as Upper Mill Bay. Use Upper if you have to for clarity.
